The Role of the CIO: Business Challenger, Innovation Driver

Since the inception of the role, the focus of the CIO has primarily been one of Technologist and IT Operations Manager; selecting the tools and services necessary to support the business, and then efficiently and effectively operating them. This is a future of declining organizational value however as technology becomes increasingly democratized and other organizational groups take control over individual systems and data sets. CIOs need to recast themselves instead as Strategists and Business Innovators; leveraging their unique position at the crux of the organization to propose alternatives to the accepted way of doing things, and to drive organizational growth through business alignment and organizational change.

Takeaways:

  • CIO's are at a fork in the road; they can continue to be Operational or evolve and become Transformational
  • Transformation efforts cannot stop at the boundaries of the IT department, they must reach into the business as a whole, addressing process and defining new capability
  • Visionary CIOs will move their departments from cost centers to value creators, and move themselves from executive afterthoughts to true organization leaders

Artificial Intelligence and the Rise of Advanced Machine Learning in the Public Sector

Often times the terms "Artificial Intelligence" and "Advanced Machine Learning" are thought of interchangeably and while there is a relationship between AI and AML, to say they are the same thing is an oversimplification and mis-classification. Rather the one begets the other with AI being the basic principle upon which AML is developed. As AI begins to mature and migrate away from purely advanced mathematical operations into decision making paradigms, AML steps forward as the predictive ability of machines to process vast quantities of data for the purposes of making decisions in ways that first mimic, but ultimately surpass (in terms of speed at the very least) those of humans. As data and analytics becomes foundational to the way every business operates, AI and AML will become foundational capabilities.

Utilizing Situational Awareness to Combat Ransomware!
Security situational awareness is an essential building block in order to estimate security level of systems and to decide how to protect networked systems from cyber-attacks.Thus it could be a great tool to use against ransomware attacks. Paying the ransom to regain access to data carries unacceptable risks.The attacker could refuse to unencrypt the data, or the payment could encourage additional malicious activity. Organizations of all sizes can take several actions to mitigate the threat of ransomware. We will look at situational awareness as one proactive tool

Government for the People, by the People, Through Mobile

Engaging with the constituency is one of the hardest challenges of any government body, whether it be Federal, State, County, or Municipal. The vocal minority will always engage and so always find a way to do so, but two other subsets of the populace (those that never engage and those that only engage when the need to complain or report a problem arises) must be actively engaged as well, to ensure that public sector initiatives represent and respect the wishes and needs of the entire population, not just the "squeaky wheel" subset. Mobile technologies represent a fantastic opportunity to create these bonds of engagement and a number of government bodies have rolled out first-wave capabilities to good success. The time then has come for every public sector IT leader to evaluate its public mobile portfolio and develop and deploy capabilities that truly serve the constituents.

  • Engaging with the population is essential, if not simply to increase happiness, but because they represent an infinite set of eyes and ears in to the community
  • Mobile platforms that visibly deliver value to the population will drive the greatest sense of engagement and the greatest level of reuse
  • Public Sector CIOs can no longer sit on the mobility sidelines or play on the periphery and must develop solutions that serve constituency and agency needs
